The three-element theory developed by George Jellinek is the most widely accepted definition of the state in the academic community. According to this theory, the state consists of the elements of man, land and sovereignty. The most important of these elements is, of course, human. The quality human resources in the hands of the states will facilitate the provision of other elements and directly affect the power of the state.
